The NH90 program is handled by NH Industries while actual work is performed at the partner companies Eurocopter (Aerospatiale in France and MBB in Germany ), Agusta from Italy and Fokker from The Netherlands.

This helicopter was intended to being developed in two variants: the Tactical Transport Helicopter (TTH) and the NATO Frigate Helicopter (NFH), the program had some technical and funds problems at the end of the 90s, but a production order was launched on July 2000.
